You have to give full detail before member's can chime in and answer your questions. Do you ask your father why he sent you the UCC?

I cannot tell you what to do in your particular case...

However to make any document part of public record it must first be put on notice. That usually means filing it at the recorders office so that everyone has a fair chance of knowing of its existence.

I would also caution you in your quest for knowledge.
