You cannot live your friend's life for him.
From what you are saying there does not seem to be a lot you can do for him right now as far as getting him off of what he is on.
UCC is NOT a quick fix, and is probably more of a STUDY than an application.
The learning curve on so called "commercial redemption" is
at least five years, and then what you have is a fairly valuable knowledge base, but, perhaps, not much remedy.
If your friend wants to use UCC he needs to realize that it will take a lot of time and patience to learn everything and then one becomes a human guinea pig and tests everything on oneself to see if it "works."
As far as becoming "sovereign" goes, do you or he even know what that means?
If you want to educate yourself, start with Marc Steven's
Adventures in Legal Land.
You need to get a Black's Dictionary 5th Edition, and if you can afford it a 4th, 6th, and an 8th, but definitely a 5th.
There is a Bouvier's Law Dictionary on line, google for it.
Michael Badnarik's seven hour Constitution course is excellent and you can find it
here
That might be the very first thing you might want to do.
(Make sure you view it in order: part 1, then part 2, etc., sometimes if there is a list of files it is out of sequence; it is well worth downloading to your computer if possible.)
You might try to get your friend to study this course also, if he has access to internet.
Read the Constitution, a lot.

If you are new to all this it can be overwhelming.
You do not want to overwhelm yourself.
Myself, I would get an older copy of the Constitution (one with all the original capitalized words intact) and use it while studying the Michael Badnarik Constitution course pretty carefully.
For myself, that would be the very first thing to do.
Then, again, myself, I would go
here, and get a copy of Adventures In Legal Land, read it ASAP, and study what all is on the site.
