Thank you Shoonra. It does. It however behooves us all to remember when Bernie lied and tried to convince us all that the Uniform Act about publishing NOFTLs (UCC-11) was convoluted quite opposite to reality:

Whereas personal property liens like Levies on bank accounts etc. are filed at the Secretary of State in all the other states than what Shoonra used for example:

Get a Certificate of Search from the US courthouse to accompany your UCC-11, proving that nobody has filed a suit in the district courts against you. Then tender that with the UCC-11 to the SoS. They will remove the lien.
By the posts Shoonra has posted, there is nothing that would please Mr. Bernie Sussman than to prompt you to file a UCC-1 lien against a public official and end up in jail for us all to see.
That is the bain of having such an experienced attorney and law librarian posting here. You have to understand his posts are all insidious - just peppered with nuggets by way of leads.

And search as you may, like Shoonra says you are not likely to find a UCC-1 Form that is specific to the State of Colorado.
But I find it quite revealing about Shoonra that he jumps in and is helpful about you filing a lien at all. If you are considering doing it against any kind of public official, there are statutes that will land you in jail. So prove out first that the "official" is running a vacant office first. Then bring us your success story so that Shoonra is not ROFTL about you being jailed, and trying to discourage others from following in your footsteps.
