Ok, you can agree with the whole Human Capital thing, now you have probably been here long enough to know that commerce is about Entitlements, Certificates, Statements and other like terms, also you may have heard or seen evidence of how the applications of Birth Certificates are passed around to different countries traded on an open market. Think about the whole process of a Birth Certificate, who created it, who's form it is, once the application gets filled out where does it go? Are the parents given the true certificate or just a certified copy?
As you think about all this check out the Bill of Ladings Act and see how it matches up with that process:

This can fall under any application for a certificate, it does not have to mention a specific one by name, Did the statute of the original post 5 USC 552a(13) have your name there? I will let a mentor Dr. Q explain further:
