License = Private Agreement

Permission to do an act that normally would be consenting that you had no right to do.

For using "Without Prejudice" the latest reference is UCC 1-308.

Here's a great read regarding;

Depends on your State.

Contrary to popular belief UCC is not "uniform". Check the code for your state to be sure. In New York there is no 308, but other states have adopted it. Always check your state law before proceeding down any path.

Additionaly there are little variations in the wording of various statutes that exist between states too... so always get the latest and greatest from your state senate site.

Answer..

http://public.leginfo.state.ny.us/fr...?MENU-13301574

When researching and understanding the law where you domicile... always keep your state's official source at hand. In the case of New York it is a site maintained by the state legislature.

To navigate to the UCC:

Under "Search" choose "Laws of New York"
In the bottom window in the category "Consolidated Laws" scroll down to the section for UCC and click the link.

The Uniform Commercial Code for New York table of contents will appear. Notice that under Article 1 there are only Part 1 and Part 2... Part 3 sections do not exist here.

Back on the main search page you can check any current bills and their status, so if a new change is coming down the pipe you can see it long before it goes to vote. This is how you know who sponsors various bills and who to write about any concerns you may have as a voter.
