I think what you say has merit. I'm not sure the UCC can be viewed as HJR-192 expanded as the former was extant--albeit uncodified, of course--long before the latter. OTOH, HJR-192 in it's subsequent enactment as P.L. 73-10 may, in part, have established as law certain aspects of what would later be known as the UCC. The idea that BK is analogous to salvage has a ring of truth to it. Perhaps someone has more info on this.
