Who's the author of "Why The UCC Filing?"?

"Why The UCC Filing?" is posted online here:

I have emailed the web master of that site; if any of you has a clue as to who wrote this, please contact me immediately. I have questions on behalf of an incarcerated friend.

I do not know who wrote that, but some of the infomation in it is incorrect. For instance there is no TDA (Treasury Direct Account). We now have information that using an International Bill of Exchange sent directly to the FRB is the way to go. We have been working on an IBoE from a sample we got from another sovereign and have made improvements on it so as to conform more closely to the UNCITRAL convention on IBoEs. If you would like info regarding the IBoE PM me.

i WOULD LIKE MORE INFO ON THIS AS WELL AS THE PROPER FILLING OF THE UCCI-fINANACING sTAEMENT AS WELL AS THE PROPER SECURITY AGREEMENTAS WELL

I have a question for who ever has gone thru this,,I have filed my ucc-1 and 3 did my security aggrementbill of peace few others.Now I recived them back from ucc.And I sent off to john snow,,How long does it take him to respone on this,See I paied a lady 500 to do my papers for me,And Im not real sure she knows,How do I deal with the bank on this,I went there and they think im crazy lol.I need to know all the steps and in im doing this right.she is also doing papers to get my bro out of prison,
