I have never said a word about using an IBOE to pay a court, taxes or other debts directly. It is important that the bill be created correctly using the proper procedure, parties, etc. Then it must be lodged with a certain (so called) government agency, where, after it has been accepted by them according to well established rules and conventions, can be used by the issuer to discharge debts of all kinds including mortgages, taxes, CC, etc. I posted a document a while back that tells you everything you need to know about how and why a properly structure IBOE will and does work.
Have I personally done any of this? NO.
Do I know people who have? YEP
Am I working on doing it, learning, studying and researching the principles and workings of the process? YEP
