That whole scene did not look either "civil" or "
polīte-ia" to me except for what the civilians filming (policing) the engagement were doing and saying.
So who were the "police?"
The military and paramilitary, or the civilians who were there policing the activity with cameras and words of law (jurisdiction)?
Were the military and paramilitary engaged in a "police" activity (policy,
politia,
policie,
polīteia) or a military engagement?
Did that look "civil" or "martial?"
Is martial engagement on unarmed civil population "abusive?"
I could recommend an open-minded viewing of Tupac Shakur,
Thug Angel in which he points out (closely paraphrased if not exact):
"The police is a gang, the army is a gang, where do you think we got
all our 'gang' sh*t from?"
Think about what all "street gangs" do and think about that word
ALL
