Yeah, he failed to give any adequate definition of sovereignty.

Bush is an absolute 'tard but he realizes he's walking into something so he stumbles and bumbles around in circles to get out of a definitive answer. The SCOTUS is far more clear and precise in their opinion of Indian sovereignty....it's
