He is only an idiot in the sense that he is lacking in spiritual values, and has chosen to squander his integrety for oodles of power and cash - rendering his life meaningless.
The idiocy routine is just that; as a member of a rich elite, he chose to adopt a false
persona of a down-home Texan to disalienate himself to the voting public, the majority of whom do not have a reason to vote a member of the rich elite who does not secure their interests but instead compromises them, into office.
This effusive gladhanding of the American public, giving false assurances that he's actually big-hearted and well-meaning, if something of a buffoon, is a quite intentional strategy on his part. Even when he intentionally lies to serve his own agenda, the media and, through them, the American public allow themselves to remain convinced that it wasn't a lie at all, simply a mistake. The media are loathe to write, "The President is a liar." or even, "The President lied." and simply present what one side, then the other side, stated, and present it neutrally. This has allowed Bush to present the most audacious whoppers to the American public while relying on the media to dutifuly report it, citing any correction by others as simply another perspective on a valid issue. In the recent "court" case finding warrantless wiretaps unconstitutional and stating outright, "There are no hereditary kings in America", Bush responded that he strongly disagreed and would appeal.
Doonesbury has been pointing out the absurdity of such a feigned position for the past few days now.
